Add `Doppler` extension - View Projects with their Configs, Environments and Secrets.

Description

❗Doppler Share Secrets exists in the Store but it deals only with sharing secrets so I think it makes sense for this one to be a separate extension.

Our use case is Doppler syncing secrets with Laravel Forge and DigitalOcean for an e-commerce platform past ~4 years.

This first pass of the extension makes use of Doppler's Node SDK and a PAT to:

• View Projects, Environments, Configs, Secrets AND
• Copy Secrets and Update Secret Note
