Well, to my knowledge an iClicker base would cost money
The texting with twilio sounds like a good idea since the phone number can be used as an Identifier to prevent double voting as long as they aren't allowed to change their number during that time. Just make sure it gets tested well. :)

and if in the rare case someone doesn't have texting they can create a google voice number and text through there.

To be fair Twilio will cost money also and they take out at least a dollar a month at the minimum.

I was joking. But if we're considering iclickers, we might be able to borrow a base.
I'd consider anything. The easiest to implement and cheapest (preferably free) option is the goal.
The voting being done via text with twilio or some other means while verify votes would be great. This implementation idea comes from an example I saw used in class. However, there may be a better method for our needs.
