After search is added, implement a "tag" system -- structured keywords (this sounds good now, but may be a terrible idea).
We want to be able to support some hierarchy with this as well. The page hierarchy gives one hierarchy, but may be something like type of object (e.g. NPC/PCs, factions, plot points, ...)
Tags should have
A visible name - e.g. Cities
a slug/programmatic name - e.g. cities
Support for 1 layer of nested hierarchy - e.g. cities:the-big-one
