Prevent possible looping with NPCs: when keyword is not inputted yet and facil pushes the next command.

Explaining for better understanding: NPC messages showed up twice in a roll. For command /20001-a_askmetaphor, Mary Williams said"Excuse me""Excuse me", then the question and everything else also showed up twice.

NB: Zhaihuan inputted command /20001-anc_groupup twice, but then we didn't know how to stop their metaphors stream, had to reset.
