Add CMake definition files #6

This adds a CMake definition file in tools/rrem/project/CMake alongside the VS2017 folder along with some documentation for it.

This allows building rREM with CMake.

@RobLoach Thanks for the improvement! Just jumped into this project again, I'll try get a working version in the following days... :D
