Interfaces - let Actor class be simulator- and robotic framework-agnostic

• [x] paste URL to each package xml
• [x] add 1 commit at the 'bottom'/start of this branch that erases the whole package
• [ ] cleanup the .gitignore too
• [x] unit testing of task requesting actions
• [x] rename task_request_ros to task_reception_ros
• [x] task_request_ros_api will stand for previous actor_sim_api
• [ ] consider adding get_velocity and get_pose services to ROS part
