Library Pull to Refresh #276

Add a pull to refresh feature on the Library screen.

@filbabic This is to improve the UX of the Library screen. Some users have the expressed that the app does not seem refresh the library, even though it appears it actually does. By adding a pull to refresh, the user will have more control over that experience.
