Sort Masters Does Not Re-Order the First Master #127

What steps will reproduce the problem?
1. Download attached plugins
2. Sort Masters on PluginC
3. Check file header

What is the expected output?
PluginC's masters should be PluginA, PluginB in that order

What do you see instead?
PluginC's masters are instead PluginB, PluginA in that order

What version of the product are you using? On what operating system?
FNVEdit 3.0.29, Windows 7

Please provide any additional information below.

Note that record formids ARE updated as though the masters had been properly 
arranged. Because they have NOT been properly sorted, reloading the plugin 
results in unresolved formIDs.

It looks like the first master is "stuck".
