Assertation Failure

What steps will reproduce the problem?
1.Install Tale of two wasteland 2.7.3 (clean install, fresh steam downloads of 
FO3 and FNV)
2.install the TTWfixes.esm fix patch
3.Set TTWfixes.esm correctly in load order
4. Launch FNV edit 3_0_32

What is the expected output?
sucessful load of FNCV edit

What do you see instead? pop-up: An error occured while loading modules. 
Editing is disabled.

What version of the product are you using? On what operating system?
3_0_32 on Win7(64bit)

Please provide any additional information below.
tried with and without admin privileges. 
using TESNIP and removing the indicated warning, removes that message but 
leaves the assertion failure. 
Game loaded using FOMM NVSE and steam launcher successfully with the current 
load order.
