As far as I understand-- and I'm not sure how this applies internationally--
but at least under US law, only the program code of fonts is copyrightable, not
the actual design. Rokkitt was retraced from scratch from a scan of the
original, rather than being based on any existing digitized version.
However, this still might be an issue outside of the US; I know some other
countries' laws are stricter about font designs.

No. If you look at it up close you will see substantial differences between
Rockwell, a design from 1934, and Rokkitt. I hope the designer will publish a
blog post at http://code.newtypography.co.uk soon about his process :-)
