Reduced motion #633

When prefers reduced motion is enabled we should disable transitions like button colors, loaders, etc.

Note: Reduced motion was deliberately scoped out from Accessibility & Motion RFCs cause otherwise both of these RFCs were getting too large.

Maybe, but this is probably not even a P1, it's a P2. Our motions are currently very subtle by default.
