I think you have a strong change of getting it! It sounds like criterions 4 and 9 are the strongest, based on what you wrote above. Remember you only need 3 criteria, although having an additional one might help to be on the safe side.
Also remember that if you get rejected, you can always re-do the application (maybe try with another set of criteria) and resubmit as many times as you'd like.

Dr. Marinescu, first of all I'd like to thank you A LOT for your patience, kindness and support for the immigrant community in general that is going for the EB-1A I-140 petition. Really, the fact that since then you've been helping people with comments + suggestions and much more is just an incredible and outstanding demonstration of empathy and care, and, so far, with all that in mind, you've helped me build what I believe to be a strong case for my wife and I.
However, in the end, having someone who's truly extraordinary like you to say a few words about how strong you think our petition is based on her qualifications is a way to set us at ease and give us strong hopes. I apologize in advance for taking your time in any way, but if you could tell me if the case has a good chance, I'd be extremely thankful! So, here it comes:

We are going for the following criteria: Criterion 1 - Receipt of lesser nationally or internationally recognized prizes or awards for excellence in the field of endeavor: She's a recipient of an honorable mention at a National Level in a scientific initiation program. She was also a recipient for federal-paid scholarships due to academic excellence to study her M.S. and the Ph.D. (even though it might not seen as a huge deal and a "prize", only the best students and teachers in the country will have access to such scholarships).
Criterion 4 - The person's participation, either individually or on a panel, as a judge of the work of others in the same or an allied field of specification for which classification is sought: She was a university professor and therefore did this part a lot, however, none on a Ph.D. or M.S. level, instead, she was focusing more on peer reviewing articles from other psychologists and B.S. thesis from students. She was also a reviewer for the biggest and most influential magazine in the field of education in the country, ranking and evaluating undergraduate courses.
Criterion 5 - The person's original scientific, scholarly, artistic, athletic, or business-related contributions of major significance in the field: She was responsible for developing pedagogical programs for 2 universities in order for them to able to start a psychology B.S. program. She participated in a conference with the Federal Regulatory body of Psychologists that resulted in a project that became part of a resolution that establishes the national curriculum guidelines for undergraduate psychology courses on a national level. She was not the sole responsible though, as she was acting as part of a discussion team that brought up the idea that later on became such resolution.
Criterion 8 - The person has performed in a leading or critical role for organizations or establishments that have a distinguished reputation: She worked as the manager and coordinator of two major regional agencies connected to both the State and Federal Ministry of Health, working with the implementation of public policies. She was in charge of 15 municipalities and around 240 thousand people were influenced by her work in the region.
Criterion 9 - High Salary: Her salary was about 570% higher than the national average on her field.
We already have most of the evidence and will file our petition shortly. I must say that when I was first reading the USCIS' manual and talking to prospective lawyers I thought that we had an amazing chance of actually getting it... until I saw your petition and thought "oh god, so we are going to have our petition amongst these huge scientists from the best universities in the world? Why would the officers even give us a chance when they could give a Dr. Marinescu 2.0 from MIT or CalTech a Green Card?" haha
