I agree totally, for most purposes having a CIFS server would be more useful than running an FTP server. For one, you can drag files from one directory to another without requiring two logins. Also for Windows users this would make getting into the system far easier (no need for an FTP client.)
However there might be a snag because AFAIK Samba hasn't been ported to Win32 successfully yet.

samba server (a CIFS / SMB server) will probably never be implemented in the Xbox version of XBMC because of the memory footprint it requires, but will leave the request open anyway just in case (and so that no one else creates duplicate requests)
