Allow variable XSLT Step template #1370

The current XSLT Step template field does not support variables. This would be useful since the template could be loaded on deploy from an external file.

Alternately, or in addition to being able to use a variable for the XSLT template, it would be nice to just be able to supply the path to the XSLT file on the server, similar to the External Script transformer steps.
