Allow license checker to work with proxy servers #4248

We should add optional system properties so that customers can connect to our license server using their own proxy.

connect.license.proxy.host – The IP or domain name of the HTTP proxy server.
connect.license.proxy.port – The port that the proxy server uses, defaults to 80.
