Date formats for channel message browser and log browser do not agree #4257

Date format appears to be yyyy-MM-dd HH:mm:ss for the message browser, and yyyy-MM-dd hh:mm:ss for the log browser.

As a result, the messages are shown with 24-hour "hour" field while the log messages are shown with a 12-hour "hour" field.

I personally prefer the 24-hour format.

Also, the status-bar at the bottom of the Administrator window uses 12-hour time format. It shows the current date/time in UTC which, while useful, is a little confusing because the other timestamps are shown in the (client) user's time zone.
