Migrate installer builder to install4j #1332

install4j provides advantages of the current install builder, namely the ability to create launchers and services directly. This will remove our dependency on the current Java wrapper and Launch4j.

New install4j installer script has been added. It creates the cross-platform launchers for:

Old launchers and related files and scripts have been removed. The new installer includes screens for gathering port settings, password settings, and path settings.
