Implement "Keep Connection Open" as a File Reader setting #3876

Currently, the File Reader maintains an Idle connection in between polls. Some workflows would prefer to drop the connection between polls instead. Implementing a "Keep Connection Open" option would allow users to configure non-persisting connections.

What's the status of this issue? I assumed it was going to be completed in conjunction with [MIRTH-3803]

This should be relatively simple to add because we've already done the same with the File Writer.
