Dashboard can take a long time to render tags #4133

When there are a lot of tags across a lot of channels present on the dashboard, the UI may become noticeably sluggish. Rarely, upon login it can even freeze for several minutes.

The Administrator now caches tag images, so that the same tag doesn't have to be re-rendered for every single cell in the table.

This should eliminate the more egregious issue with the Administrator freezing for minutes upon login. It should also drastically reduce the lag in cases when you have many tag icons showing up all at once on the dashboard.
