** Server and CLI work, not Administrator because it does not include JFX
JavaFX is being removed from the Oracle JDK and will instead be released with OpenJFX. We'll need to start including a separate JAR for JFX.
** This sucks because the client JVM needs access to prism/graphics native libraries. We can modify our Administrator Launcher to override java.library.path automatically. However in other cases the user will just be expected have those libraries on their path. Just including the JavaFX JARs won't be enough, and the native library path cannot be altered by the client at runtime.
-Module jdk.httpserver should be added for the Web Service Receiver-

Although com.sun.rowset is still present in the java.sql.rowset module, we should replace this with a different implementation
** Not necessarily needed since com.sun.rowset is still present in OpenJDK 11
Oracle's official OpenJDK distribution is what we'll test primarily.
