Polling Slow down in "File Reader > sftp" Source Connector, due to a very large number of instances of Sftp Request Queue in JVM

Reproduction Steps

On an Appliance (CentOS release 5.11 or 7.2.1511 -3.11.4 ) running Connect 3.8.0 and Java1.8.0_181-b13
Build a channel with "File Reader > sftp" Source Connector
Make the sftp host "Localhost" - authentication user/password - Select Folder, and an existing File to read - no delete or moving of file
Set Polling Interval to 1 ms.
Start the channel.
Stop the SFTP Server for 2 minutes on the Appliance.
Start the SFTP Server on the Appliance.
Observe Polling speed is much reduced (about 10% of standard speed).
Observe in "Expert pack" for the Appliance a very large number of instances of Stfp Request Queue in JVM (about 500,000 instances or more).
If you restart Connect, the Polling speed goes back to normal, and the SFTP Queue is reset to 0 instances.

Expectation:
