Consider incorporating Isis_cmds_2_json.py #6

@evindunn wrote this neat XML processor to pull out extra information about the command line programs via parsing the XML files, that he talked about on astrodiscuss.

I'm not sure exactly where to put this, but I can see this being a useful little gem that someone might be able to take advantage of.
