Cant get rock band 1 songs to show up in rock band 2. #13

I'm on an regular xbox. I downloaded all the on disc rock band 1 songs from here https://drive.google.com/drive/folders/12UtX2RTCAldtFR0owR0RPHY746nJwwYw?direction=a I used C3 con tools to and put it on my xbox but the songs only show up in rock band 3 and not rock band 2. Does anybody know why this is happening?

I should preface this is not have to do with harmonies just regular songs not showing up on rock band 2.
