Driver updates successfully, but EMS-Qart won't run (Windows) #22

Howdy, the instructions in the readme.txt seemed pretty straightforward, so I'm having trouble figuring out why the program won't run. I've confirmed the driver is on my cart (still shows up as "unknown device" on my pc, sound normal?), but when I try to run ems-qart.exe a blank (white) screen appears for one second & then disappears. I've tried without success running it on Windows 10, 8, & XP. Any ideas what I'm doing wrong?

So digging deeper, EMS-Qart runs fine on my local library's PC's, but it won't connect to the cart. The popup dialog suggests I haven't actually installed the drivers, and the cart also shows up blank when I look at it with Zadig - BUT I don't have the necessary permission to run Zadig on the public PC.... I'm really confused why my cart would show different drivers depending on what PC it's plugged into, and why EMS-Qart works on a different PC running the same OS. Any ideas for a fix??? I'm using an ancient Dell Latitude E6500 if that matters. I've also booted from another OS I have on USB (Linux Mint), but it says the driver for my WLAN adaptor is bunk & won't connect to wifi, so it's basically useless... Is my equipment just too out of date to keep up with tech from 1995 or what lol? This is driving me crazy.
