Ft/mspf 74/use build utils

Introduce Jenkins CI and build_utils-based dev environment:

• update template Makefile
• add template Jenkinsfile
• add Dockerfile template
• add docker-compose config template
• add Jenkinsfile for this repo testing
• update README
• remove wercker stuff
• remove packer.json

ToDo:

• [High prio ]: as soon as build_utils PR4 is merged, point git submodule add to master branch in the top Jenkinsfile.
• [Low prio ]: figure out Jenkins badge behavior and add it to the README
