Add libvips-tools requirements in Gemspec #298

Hi,

As the gem actually requires the vips CLI to be installed, I'm suggesting the Gemspec list this requirements.

Thanks for the PR! No worries on the CI failing, it's been broken for a little while and I haven't gotten to fixing it.

I think you raise an important point, but this appears to be distro specific. For example, on my Arch machine it's packaged with libvips:

Maybe we should say more specifically the vips CLI?
