Installer threw a vague error. Setup log wouldn't open. I had my guesses so I extracted it- it's 64-bit, that's probably what the error really was. Anyway, there's a pretty large segment of 2012-2015 Windows 8.1 tablets that shipped with 32-bit operating systems, even though some have 64-bit processors. I'll probably just use one of the existing web solutions to do this, but considering this was designed for tablets, it might be a good target to consider if it's possible without too much effort.
