Enhanced risk modeling/warning and wash-off

• [ ] Implement dH Weather module with daily precip for washoff.
• [ ] Count of nights with high humidity (we will define, but let's do nights with temp more than 65 and RH more than 80%, wet hours all/dark should be kept too.), and
• [ ] Number of risk events from the previous spray date in the dashboard.
• [ ] Precipitation since the last spray date
• [ ] Include "dark RH" in the dashboard summary
