Once minimized sometimes won't reopen

What steps will reproduce the problem?
1. Once open, click the Red close button to minimize to the dock
2. Click on the dock icon to bring back to desktop

What is the expected output? What do you see instead?
It should open the Time Tracker screen to the desktop but only does it 50% of 
the time, often have to quit the program and reopen or start the timer in the 
menu bar at the top. But not helpful if the task to start isn't in the most 
recent five.

What version of the product are you using? On what operating system?  Intel or 
PPC computer? Intel i5 running Mountain Lion (this had the same problem with 
Lion as well)

Please provide any additional information below.
It's odd, I've attached a video screen capture of the behavior.
