Allow for task and project locking #43

Enhancement - being able to lock tasks and projects would help users avoid
making mistakes. I envision a lock status box that when clicked would lock
the highlighted task or project.

well I have something like checking a task off in mind, so you could close / 
lock a
project that has been payed or something like that.

task locking is partially implemented in 1.3.7
