4 years ago I'm 100% in support of all of these tools. I think they'd fit in well with the existing system without any huge architectural changes or anything, and might be a good fit for somebody wanting to jump in and do something.
We can split this into four different tools if needed, because all four of these amounts to a rather large effort, I think, and whoever does the work shouldn't necessarily feel like they need to do all four of them if they want to do any of them.

Describe why this feature would be helpful to you Drawing levels one block at a time can be frustrating, especially when working with 16x16 blocks. These tools would make it easier to quickly modify levels.
