Dates are reformatted to be SQL friendly
Header reordering
Fixing min/max sentence problems
Record not-yet-scheduled hearings as "YYYY-MM-*"
Overwrite existing data if it's repeated (for example, has same hearing date & DIN), otherwise append

@rcackerman This should be ready for merge now. Hopefully it won't cause too much trouble with the work you've been doing, sorry for the delay!
