Handle spin up failure #3

if nova-cli/050_nova-boot fails, then nova-cli/053_nova-boot_verify_ssh_key should automatically be skipped.

this issue has been preventing me from switching all my openstack testing over to exerstack for five years now. Good to see this finally getting some love.

We currently show this feature on the roadmap in Q7 2035. This should allow you to message expectations to customers appropriately.

I'm actually in vc talks to get funding for a startup that will DISRUPT exerstack by solving this issue in a saas product.
