gear dropdown disabled when locked==true on node #90

Setting the locked attribute on a node to true disables the gear dropdown. This makes it impossible through the UI to perform any gear-able task (i.e. update agent, subscribe to cookbooks, etc).

This was broken by commit 404558bd4a13093d3ec9a9ffa34be8bfeed35fcf
