User extras secrets fix

The file user_extras_secrets.yml was forgotten to be decrypted during the upgrade, leading to corruption/destruction of the file/content

Looks like the job that generates the newton branch artifacts (r14.24.0) failed, so I rekicked it off. That's why these jobs are failing. :/
