Added the use of the accounts command #108

This PR mentions the use of the accounts command to check SU balance and usage per user and per job over some period. This command is very useful and is the workhorse of rcchelp on midway2. Part of rcchelp on Midway3 also uses a version of accounts, the others are based on slurm-info. @pcarbo and former CS members have also suggested the use of this one several times on slack.

@pcarbo removed the mention of -p, I tested it again with 2019-2020 and 2020-2021 for a pi account and the results are empty.

@pcarbo and @aolykhin thanks for the reviews! It looks premature to advertise accounts then, let me convert the PR to a draft for now.
