A DSC resource for Log Analytics Agent registration with an OMS workspace.

Functional Requirements

• Should support multi-homing.
• Should support register/unregister of OMS workspaces.
• Should support updating workspace key for key rotation.

Resource quality requirements

• Should have unit/integration tests.
• Should have examples for all possible scenarios.
• Should adhere to HQRM guidelines.
• Should have a README that explains the resource parameters, usage, and any constraints and TODOs.

@bentaylorwork Nice! I am doing a MOF based resource so that it works across WMF 5.x and 4.
