Initial creation of rv2021 ballot #265

No longer true for the rv2021 milestone @jimscarver please provide guidance on how the rv2021 ballot is created

it is not certain yet whether we are using https://github.com/rchain/rvote or https://github.com/rchain-community/rgov

We should know by the end of the week.
