Ballot creation #267

it is not certain yet whether we are using https://github.com/rchain/rvote or https://github.com/rchain-community/rgov

We know now. This issue is still valid, though, so I'm moving it to a future-looking issue.

@jimscarver @David405 do we have a developer rholang action or web-UI for this? I think ballot creation would be difficult if everything needs to be typed into a single text input field in the developer interface.
