TokenVault.rho - generic token vaults for tokens other than rev #11

@jimscarver what is TokenVault.rho ? Let's please use branches and PRs for independent work so we can stay in sync.

TokenVault.rho blame shows you as having written the whole thing; is that the case? It looks an awful lot like some of the genesis contracts from rchain/rchain; always cite your sources.

This is a copy of https://github.com/rchain/rchain/blob/dev/casper/src/main/resources/RevVault.rho from a work study to be evoolved into generic token vaults for tokens other than rev.

I added the source to the fole.

This might be used for staked rev tokens or hours tokens etc. Feel free to move or delete this file if it is deemed unneeded here.
