a more-complete-then-ever rchain-api that wraps node 0.7.1 and works with the testnet that will be launched on Tuesday. requires protobuf updates:

Do we expect 0.7.1 to continue to let us send/receive on public names? yes. 0.7.1 is released: 1977b93 and https://github.com/rchain/rchain/pull/1563 is not merged.
but not for an upcoming 0.7.x
if not, will the rchain-api integration test fail?
This should be a milestone but I can't make one of those yet.
