Update Rholang 1.1 branch with latest dev and publish pre-release

Overview

We want to publish Rholang 1.1 feature as a pre-release version of the RNode and based on the latest release (now v0.12.4).

Solution

• [x] Sync feature/rholang-1.1 branch with changes from dev branch
  • create a PR with feature/rholang-1.1 as the base and run git merge dev
• [x] Publish pre-release (special build) v0.12.4+rholang-1.1-rc1 by tagging the branch feature/rholang-1.1
  • NOTE: + is not allowed in Docker image tag, so it will be replaced with __ (fix in #3550)
  • DONE: https://github.com/rchain/rchain/releases/tag/v0.12.4%2Brholang-1.1-rc1
