Coop has the ability to set the price. Currently it is set at the lowest price (1phlo = 1 stahl). There should be a minimum. Currently working with 'economic model of network security and decentralization' models to set the minimum.

Tomislav: If we use the in block data on costs and expose to Rholang, we may be able to make this more fact based and driven by smart contracts. Greg: But that would impact performance.
