Support for "In the Area" work #21

The idea here is to be able to work on something and then have the to do list suggest other things or items that are "in the area" that are not worth the time and hassle to do them on their own but because you are already in the area it is worth taking a little bit of extra time to do these things as well. The most relatable example of this is going to the grocery store to buy milk but then also picking up other things from the store as well because you are already "in the area." Although the goal of this item is to really generalize that concept as I believe in general this concept applies. For example when you are programming in the code base you should be able to remember what other programming tasks it was that is in the area of the code base to make those changes as well because it is easy to test and deploy them together.
