Right now you work around this limitation by just stating that an item is "maybe urgent" then it will show up on the list no matter the importance of the item but maybe urgent is not really correct the real thing is that the item is something that you have already started to work on so if you don't return to work on the item further within a certain amount of time then you will forget what you are doing. The idea is to consider how to do this and support this concept directly rather than needing to tie it into the direct stated urgency of the item.
