Skills section should have word cloud of skills instead of list. #26

These words (skills) should slowly highlight (fade in fade out). If user clicks on one, either (a) split word cloud and have description of skill in a blocking paragraph, or (b) show description in some kind of modal.

Do not use a library for this. I want it to display the same every time, not be dynamically generated at runtime.
