Store User Lists in Arrays #3

Currently, users are stored in a space separated list which makes data modification difficult due to the possibility of false positive string matches when using StringReplace(). Enhances #1

Pros:

Data Modification is easier
Data Modification is precise

Cons:

Decreases Maximum users from: 214,748,364 (if complying with http://tools.ietf.org/html/rfc2812#section-1.2.1) to 16,777,216

To Do: Convert TrayIRC's single channel user list to a system that can handle multiple channels.
