Steps to reproduce

After I open my Edge and try to close it, it will close but reopens immediately
This repeats until I go to ..., Close Microsoft Edge

✔️ Expected Behavior

Edge should not reopen immediately

❌ Actual Behavior

Edge should keeps reopening
