Initial structure for README.md

@divya3103 Please ntoe the following points:

[ ] We will use stylelint and not CSS lint. Refer to #4
[ ] Don't use the column linter-node instead lets call it linter
[ ] We need to add a column called rules and point to the relevant rules package.

@divya3103 Also NPM and Bower should be subheadings of "Dependency management" Grunt should be Under "Task Runners".

Rename "Linters" to "Linting"

Release Version should be Release Management

Unit Testing and Functional Testing should be under a larger heading called Testing
