Remove packages.txt #36

We are using atom-packages.txt which is the same as packages.txt.Therefore, we can remove packages.txt

@riteshe63 This is in the repo but not created by the generators. If existing projects have this, they have to resolve it themselves. Please manually delete the file from here and close this issue.
